Cost-Benefit Analysis of Proposition 82
[ send me this paper ]
A 17 page paper discussing the possible benefits of California's Proposition 82, which if passed will provide access to universal (voluntary) preschool for all 4-year-old children in the state, followed by a cost-benefit analysis of the effects of the initiative. If approved, Proposition 82 will require that the state of California provide universal preschool of at least a half day for 180 days during the year for all of the state's four-year-olds. It is to be funded with an additional state income tax of 1.7 percent on taxable incomes over $400,000 for individuals; $544,457 for heads-of-household and $800,000 for married couples. Superficially the measure appears to be workable and fair, but closer analysis reveals that the measure constitutes a lose-lose scenario for all involved, including the 22,000 additional preschoolers who directly benefit from the program. Proposition 82 promises to have far-reaching and highly negative effects. Bibliography lists 19 sources.

Democratic Accountability and E-Government
[ send me this paper ]
This 24 page report discusses the ideals and goals of democratic accountability in relationship to the ongoing development of electronic process in government or “e-government.” Government is moving in the same direction as much of the world in terms of utilizing information technology in communication, commerce, research, and a vast array of other applications of which the average American knows little. That means that issues of accountability must be carefully addressed in terms of the acceptance and implementation of further efforts to change the government of the USA to that of the “e-USA.” Bibliography lists 15 sources.

Detroit's Urban Decline
[ send me this paper ]
A 7 page paper discussing the factors underlying Detroit's urban decline and the spread of urban sprawl, beginning with the decline of the non-auto industry. There were many steps Detroit area planners could have undertaken to halt the mass exodus from the city. The poor still would have been poor, but there could have been businesses providing jobs and contractors rejuvenating old buildings to their former glory, providing both jobs and affordable housing. Old laws got in the way, and developers merely looked elsewhere rather than try to work for change. Bibliography lists 9 sources.
